DELAY IN DECEMBER PAYMENTS Newstalk Thurs. 01.12.11
There is widespread anger that earnings in Nov / early Dec will not be paid until Jan 2012. The GRA raised this with Pay Section & Finance last January to ensure that monies earned in 2011 would be paid in 2011. GRA President Damien McCarthy said its lawyers will be writing to the Director of Public Prosecutions and the Minister for Justice , following a complaint from a Garda witness about the conduct of two members of the Ombudsman Commission and the manner in which the investigation into Garda Brendan Whitty was carried out. Garda Whitty was acquitted of assault by a jury following a six-day trial.

Gardaí are searching for two gunmen involved in the shooting of an unarmed motorcycle traffic garda in Dublin this morning.    27-year-old Paul Sherlock, a married man with two young children, was shot once in the stomach after he pursued and pulled over a stolen car while on traffic duty on the Ossory Road at around 9.10am.

21/02/06 Garda bodies opposing reserve force

Gardaí gave a strong endorsement at a meeting in Sligo last night to the campaign against the setting up of a garda reserve force.
The two main representative bodies had organised the meeting which was attended by at least 1,000 gardaí.
Yesterday, the Minister for Justice, Michael McDowell, published proposals for the voluntary force which he said would be a supplementary support, and not a replacement, for full-time gardaí.
However, the Association of Garda Sergeants and Inspectors and the Garda Representative Association say the position of the full-time force is being undermined.
Further meetings are to take place in Cork, Dublin and Portlaoise.

20/02/06 GRA will not cooperate with Reserve Force

The General Secretary of the Garda Representative Association, PJ Stone, has said his organisation will 'absolutely not' cooperate with the Garda Reserve Force which the Government is proposing to establish.
Speaking on RTÉ Radio's News At One, Mr Stone said if Justice Minister Michael McDowell continues to proceed with his plans without consultation, the association will take whatever steps that are necessary to protect its members.
Mr Stone said his association has serious concerns with the proposed reserve force, which it has not had an opportunity to voice with anybody.
His comments came ahead of the first in a series of joint meetings of gardaí, sergeants and inspectors in Sligo tonight to protest against the Government's plans.

14/02/06 Conroy reveals figures on Garda recruitment

The Garda Commissioner, Noel Conroy, has revealed that almost 200 people from ethnic minority backgrounds have successfully come through the first phase of selection in the latest Garda recruitment campaign. http://www.rte.ie/news/2006/0214/garda.html   

The 200 will now face interviews and a medical test before any are selected for entrance to the force in January next year.
The recruitment drive is partly aimed at attracting applications from members of ethnic minorities.  Around 640 out of 8000 applicants were not from an Irish background.
Mr Conroy was speaking at the launch of a new cross-border training programme for police on dealing with changes in communities that have become more diverse.
The joint programme, assisted by EU funding, has been launched to give police a better understanding of the communities they serve. 
1,200 PSNI and Garda officers from border counties will take part in diversity awareness training over the next few months. The course is the latest example of the close co-operation between gardaí and the PSNI.
Mr Noel Conroy said the course was timely.  The Vice-Chairman of the Northern Ireland Policing Board, Denis Bradley, said if the police got it right, it would hopefully act as a springboard for others as society North and South becomes more diverse.

10/02/06 McAleese appoints three to Garda commission

President Mary McAleese has appointed the three members of the new Garda Ombudsman Commission.
It is to be chaired by Judge of the High Court, Mr Justice Kevin Haugh.
Its other two members are former Irish Times editor, Conor Brady and Carmel Foley who resigned earlier today as Director of Consumer Affairs.
The Minister for Justice has said the Commission will be up and running by the start of next year.
It will have powers to investigate complaints of serious wrongdoing by members of the garda and will have an annual budget of EUR10 million.

26/01/06 Dramatic rise in serious crime - new figures

New figures released today show a dramatic increase in recorded serious crime in 2005 compared to the previous year.
Murder was up 46%, and 19 of the 54 people murdered last year were victims of gangland crime.
There were also increases in gun crime, sexual assaults, rape and drug trafficking.
Much of the increase occurred in the last quarter of last year, with an increase of 10% in the last three months of 2005.
The Minister for Justice, Michael McDowell, said significant steps were being taken to counter gangland crime and the Garda Commissioner, Noel Conroy, was putting in place a strategic response.
Mr McDowell also said that cash in transit robberies were down and that increases in the seizure of drugs and firearms were evidence of increased garda activity.

The Minister for Justice has dismissed the concerns of the Garda Associations over the establishment of a volunteer garda reserve force as spurious, conjured up objections.
Michael McDowell said he was not going to be frightened off or deflected from his plan to establish a 4000-member part time garda reserve, 900 of whom will be in place by September.
Speaking in Galway, he said that the Garda Commissioner can limit the reservists' powers of arrest and limit their access to sensitive files and information.
He also says that all volunteers will be vetted to ensure they are not members or associates of criminal gangs or subversive organisations.
He has called on the Garda Representative Association and the Association of Garda Sergeants and Inspectors to back him on his proposals.
He insists the reservists will not be yellow pack gardaí and that this will not be policing on the cheap.

The association representing Garda Sergeants and Inspectors has strongly criticised the Minister for Justice's plans to establish a garda reserve.
The reserve, to be made up of 900 volunteers, is due to begin part-time policing patrols next September.
The AGSI said it was horrified by the attempt to bring in what it called 'policing on the cheap'.
The association says reservists will be granted the power of arrest after 24 hours training.
They will not have to undergo a medical examination or pass an aptitude test to join; they will have access to confidential information on the Garda's Pulse computer system and they will be untrained and unqualified.
Gardaí, the association says, will have to nursemaid reservists on duty and clean up botched arrests and other incidents after them.
The AGSI also says it has already warned the Minister and the Department of the dangers to reservists and their families because their homes may be targeted by criminals.
The Department of Justice says a volunteer reserve force is a standard policing tool in many other countries and is intended to support the Gardaí here.
The proposed reserve is due to have 900 members and begin policing next September but the AGSI is due to meet the Minister again on the issue next month.

16/12/05 McDowell publishes policing priorities list

The Minister for Justice, Michael McDowell, has published a list of policing priorities which the Government want the Garda Commissioner, Noel Conroy, to follow and account for next year.
Mr McDowell has announced that targeting organised crime and trafficking, combating terrorism and increasing public confidence in law enforcement are to be the primary focus of policing for the gardaí in 2006.
The Government also wants the gardaí to have a voluntary reserve established by September 2006 to back up garda officers.
In addition in future all garda divisions would be asked to submit crime statistics to the Government on a quarterly basis.
Mr McDowell also says the Government wants more high visibility policing and a review of local policing arrangements where communities are concerned about vandalism, intimidation and anti-social behaviour.
It also wants Mr Conroy to increase the number of Garda Youth Diversion schemes to 100 by the end of 2007 and focus more on white collar crime, including the trade in contraband goods and DVD video piracy.
Other priorities include rural crime prevention, under age drinking and road traffic law enforcement.

21/11/05 Gardaí walk out of Louth station

Gardaí have walked out of their station at Dromad, Co Louth and are refusing to return.
They claim the building is not fit for use as a Garda station and that that there have been a number of attacks on it by youths.
They also claim that since the construction of a new dual carriageway on either side of the building, the station has effectively become a traffic island.
The Office of Public Works said moves are being made to acquire a site for a replacement Garda station.

09/11/05 McCabe suspects excluded, says McDowell

The Minister for Justice, Michael McDowell, has said that arrangements for Republican suspects on the run will not apply for anybody still wanted in connection with the killing of Garda Jerry McCabe or the wounding of his colleague Ben O'Sullivan.
The Government is to establish a new Eligibility Body to look at the cases of people wanted for paramilitary offences committed before the signing of the Good Friday Agreement.
The body will decide if they should be recommended for a presidential pardon.

Mr McDowell's comments come after today's publication by the British government of proposals that will allow Republican suspects on the run to return to Northern Ireland.
The proposals cover an unknown number of people wanted for crimes committed before the Good Friday Agreement in 1998.

Gardaí accept pay deal and PULSE

Gardaí have voted by three-to-one to accept a pay increase of 4.4 percent, to use the new computer system, and other productivity measures. The President of the Garda Representative Association, John Healy, has welcomed the result. He said there had been too many industrial relations disputes involving the Gardaí over recent years.

He added it is now recognised that the traditional adversarial approach must be replaced by a more open co-operative process. He said the Garda relationship with the public had suffered in the recent past. Gardai now want to repair this damage and go on to improve the service on offer to the public.

The Minister for Justice, Equality and Law Reform John O'Donoghue, has welcomed the result of the GRA ballot. In a statement, he said he hoped today's result marked the final chapter in the long running dissatisfaction with Garda pay which had its origins in the mid 1990s.
