How the Pay Cuts Imposed in the Budget Affect You?

The Minister for Finance, Brian Lenihan, in his budget delivered on Wednesday 9th December, 2009 declared his intention to cut the pay of public servants by 5% on the first €30,000 of income, 7.5% on the next €40,000 and 10% on the next €55,000.  The table below estimates the reductions in income for members which will occur from the 1st of January 2010 should these cuts be implemented.

The above calculations are based on a single/separately assessed individual with standard tax credits (personal and employee) and are based on a public service worker and takes into account deductions for tax, income levy, health levy, PRSI, pension contribution, pension levy and public service pay adjustment.

These draconian pay cuts apply on top of the pension, health and income levies imposed in the special emergency budget which took affect from April 2009.  The combined reduction in pay suffered, at that time, for many members amounted to circa 9%. In some cases, the reduction in wages was even more.  In nine months, therefore, this government and Minister will have cut your pay by approximately 14%.  The manner and speed with which it has been done is in stark contrast to the way in which pay increases in the good years were applied, including the outcome of benchmarking, all of which increased wages on a drip feed basis over periods of three years at a time.

Government felt confident in making these cuts having used a willing media in what could be described as a hate campaign against public servants, their pay, conditions and pensions. 

Other Information

  • No cuts to Public Service pensions.
  • Public servants retiring in 2010 will not have cuts included in pension and lump sum calculations.
  • New entrants from 2010 to have different pension scheme and increased retiring age.
  • Pension parity for existing and retired members under threat from review.
